You have to use the speed (yellow) mutation to progress, any other mutation will make you to hit the spikes.
the guy simply refuses to jump on the last block.
That's bug that happends when you're close to falling off a platform, as long as you have more than a toe on the platform it should work.
each and every time (it looked like) I had at least a full foot on the platform.
